Memorandum of Understanding Regarding Iowa’s Adult Literacy Program and the Regional Workforce Investment BoardsThe Iowa Association of Adult and Continuing Education Deans and Directors in conjunction with the Iowa Department of Education have produced a document titled Guidelines for the Development of A Memorandum of Understanding for the Adult Education and Family Literacy Act under the Auspices of the Workforce Investment Act of 1998. These guidelines are designed to serve as a model for Iowa's community colleges based adult literacy local program providers for inclusion of basic literacy skills programs, services, funding and ancillary services in the Regional Workforce Investment Board's, (RWIBs) Memorandum of Understanding developed under the auspices of Title II of the Workforce Investment Act (WIA) of 1998 referenced as the Adult Education and Family Literacy Act (AEFLA).
